Project Brief

This comprehensive assessment and systems-strengthening initiative aims to optimize an end-to-end supply chain to ensure the reliable delivery of essential nutrition commodities. Over a 12-month period, the program will conduct a systematic evaluation of current processes— ranging from strategic planning to last-mile community delivery— to identify critical bottlenecks, system gaps, and inefficiencies.

Key activities include performing a supplier landscape assessment, developing standardized operational protocols, and creating data-driven tools for improved forecasting, procurement, and inventory management. Ultimately, the initiative seeks to establish measurable performance indicators and a multi-year strategic framework to enhance the equity, efficiency, and long-term sustainability of the distribution system.

Scope of Work

  • Conducting the deep-dive analysis of core supply chain functions specifically procurement, storage, distribution, and monitoring to identify technical efficiencies and reliability gap
  • Leading the creation of standardized operational protocols and tools for forecasting, supply planning, and last-mile delivery at the health facility level
  • Translating raw field data and assessment findings into actionable recommendations and multi-year forecasts (2027–2030) for nutrition commodities
  • Managing the technical aspects of market scanning, supplier mapping, and capacity evaluation to determine the best administrative levels for procurement

Qualifications

  • Advanced degree (Master’s or higher) in supply chain management, logistics, or management
  • At least 8 years of experience in health and nutrition supply chain management
  • Expertise in analyzing and optimizing procurement, storage, and distribution systems

Requirements

  • The team must have two specialists: one supporting the central level and 17 municipalities, and one focused specifically on BARMM operations
