Empowering Local Governments to Lead Inclusive, Gender-Responsive Climate Adaptation Planning
The Need
Across the Philippines, many local government units struggle to translate national climate adaptation strategies into localized, actionable plans — and fewer still have the tools to ensure those plans are gender-responsive and inclusive. Without accessible guidance and technical capacity, gender equality and social inclusion remain sidelined in climate adaptation and disaster risk management processes. The result is a persistent gap in local climate governance that leaves women and marginalized communities disproportionately exposed to climate risks. Bridging the divide between national policy and local action has never been more urgent.
The Intervention
The NAP Localization and Gender Mainstreaming Toolkit Project integrates policy development, stakeholder engagement, and local capacity building. It develops a Gender Mainstreaming Roadmap and Gender-Responsive NAP Localization Strategy through consultations with key national agencies and climate governance stakeholders, produces 11 user-friendly toolkits equipped with practical templates, tools, and case examples to guide LGUs in integrating gender-responsive climate adaptation into their development plans, and conducts feedback sessions with selected LGUs to refine and validate toolkit usability — ensuring that national climate policies are translated into inclusive, actionable frameworks at the local level.
